Samples are sometimes drawn from an older development lot, repacked by a distributor or prepared at a different concentration. Ask for sample identity before testing
Record manufacturer, product code, sample code, source lot, pack date, active basis, carrier, preservative and storage. Compare documents line by line

Define acceptable equivalence
Write which attributes must match and what variation can be accommodated. Equivalence does not require identical numbers, but differences need scientific justification and formula impact assessment. Do not average sample and bulk results into a convenient target.
Link purchasing to change control
The approved supplier code should identify exact manufacturer grade. Prevent procurement from replacing it with any material sharing the INCI. Require notification for site, synthesis, carrier, preservative, method or specification changes.
A release gate for the first commercial lot
Quarantine the first bulk lot until document review, incoming checks and a bulk-made pilot are complete. Compare the pilot with the retained sample formula under identical conditions and record every adjustment. If bulk requires extra neutralizer, polymer or solubilizer, the sample was not fully representative and the master formula must be revised before scale-up. Keep the supplier explanation and quality disposition with the lot. For the next two or three deliveries, use enhanced testing until normal variation is understood. Only then can the program move to routine incoming controls supported by supplier performance.
